The elections for the new Parliament were carried on with much vigour, and there were upwards of a hundred contested ones. In some cases the contest was extremely violent, considering the death of the king was almost daily expected, and that the term of the Parliament must necessarily be a short one. In Westminster there were no less than six candidates. Lord Cochrane was about to depart for Chili to take the command of[137] the naval forces of that state, and therefore did not offer himself again. There were Sir Francis Burdett again, the Honourable Douglas Kinnaird, Sir Murray Maxwell, Sir Samuel Romilly, Major Cartwright, and Mr. Henry Hunt, commonly called Orator Hunt. Of these Sir Murray Maxwell was a Tory, and received severe treatment. Major Cartwright and Hunt obtained very little support, and soon withdrew from the contest. The members returned were Romilly and Burdett, a Whig and a Radical. For London were returned four new members, all Whigs, Wood, Wilson, Waithman, and Thorpe. Brougham patriotically stood for Westmoreland, to break, if possible, the influence of the Lowther family; but he was compelled to retire on the fourth day, and two of the Lowther family were returned. A hundred and ninety new members were returned, and the Opposition gained considerably by the election. An acute observer, well accustomed to party battles, remarked that Government did not appear much beloved, and that they had almost spent all their war popularity; and they were not destined to recover it in the coming year.SURRENDER OF THE PEISHWA. ONE:COSTUMES OF THE PERIOD OF GEORGE II.The Bute Ministry was now in power, and determined on reversing the policy of Pittpolicy which had added so magnificently to the territory[172] and glory of the country. Bute had now to seek powerful connections to enable him to carry on. The commonplace man seeks to make up for his feebleness by associating with him, not men of merit, but men of aristocratic connection. For this reason he conferred the Privy Seal on the Duke of Bedford, and the Seal of Secretary on the Earl of Egremont. To break the force of popular indignation for the loss of Pitt from the helmfor the people knew who was the great man and successful minister well enoughthe king was advised to confer some distinguished mark of favour on Pitt. He was offered the government of Canada as a sinecure, with five thousand pounds a year. Pitt was not the man to undertake a highly responsible office without discharging the duties, and he was next offered the Chancellorship of the Duchy of Lancaster; but he preferred a simple pension of three thousand pounds a-year, and that a title should be conferred on his wife. By this arrangement he was left in the House of Commons, and in a position to continue his exertions for the country. Both these suggestions were complied with.

TWO:The new Administration took measures to render themselves popular. They advised the king to go down to the House on the 6th of May, and propose a reduction of the army to the extent of ten thousand men, as well as an Act of Grace to include many persons concerned in the late rebellion. Walpole and his friends, on the contrary, did all in their power to embarrass the Government. Lord Oxford was not included in the Act of Indemnity, and it was resolved now by his friends to have his trial brought on. Before this was effected, however, a violent attack was made on Lord Cadogan. As Ambassador at the Hague, he had superintended the embarkation of the Dutch troops sent to aid in putting down the rebellion. He was now charged with having committed gross peculations on that occasion. Shippen led the way in this attack, but Walpole and Pulteney pursued their former colleague with the greatest rancour, and Walpole declaimed against him so furiously that, after a speech of nearly two hours in length, he was compelled to stop by a sudden bleeding at the nose. Stanhope, Craggs, Lechmere, and others defended him; but such was the combination of enemies against him, or rather, against the Ministers, that the motion was only negatived by a majority of ten.

TWO:Buonaparte continued the pursuit of the Allies as far as Pirna, whence, owing to indisposition, he returned to Dresden; but Vandamme, Murat, Marmont, and St. Cyr pushed forward by different ways to cut off the route of the fugitives into the mountains of Bohemia. Vandamme, however, having passed Peterswald, beyond which he had orders not to proceed, was tempted to try for T?plitz, where the Allied sovereigns lay, and take it. In doing this he was enclosed, in a deep valley near Kulm, by Ostermann and other bodies of the Allies, completely routed, and taken prisoner, with Generals Haxo and Guyot, the loss of two eagles, and seven thousand prisoners. This was on the 29th of August.For a time, Bute and his colleagues appeared to brave the load of hatred and ignominy which was now piled everywhere upon them, but it was telling; and suddenly, on the 7th of April, it was announced that the obnoxious Minister had resigned. Many were the speculations on this abrupt act, some attributing it to the influence of Wilkes, and his remorseless attacks in the North Briton; others to the king and queen having at length become sensitive on the assumed relations of Bute and the king's mother; but Bute himself clearly stated the real and obvious causewant of support, either in or out of Parliament. "The ground," he wrote to a friend, "on which I tread is so hollow, that I am afraid not only of falling myself, but of involving my royal master in my ruin. It is time for me to retire."

ONE:The Archbishop of Canterbury moved the rejection of the Bill; and was supported by the Archbishops of York and Armagh, the Bishops of London, Durham, and Salisbury; Lords Winchilsea, Berkeley, Tenterden, and Eldon. The chief defenders of the measure were Lords Grey, Lansdowne, Plunket, Goderich, and Lyndhurst. On a division, the second reading was carried by 217 against 112. On the 10th of April the Bill was read a third time, by a majority of 104; the numbers being 213 for it, and 109 against it. The sweeping majorities in the Lords were still more astounding than those in the Commons; and they spread the utmost consternation through the ranks of the Conservatives, who felt as if the very foundations of society were giving way, and the pillars of the Constitution were falling. The Lords had hitherto thrown out the Emancipation Bills as fast as they came to them, by majorities varying from forty to fifty. Lord Eldon was their prophet, and the old Conservative peers had followed his guidance implicitly for a quarter of a century; but during that time a generation of hereditary legislators had grown up, who had as thorough a contempt for the ex-Chancellor's antiquated prejudices as he had for their youth and[298] inexperience. Lord Eldon had, however, some compensation for being thus deserted in the House of Peers by many of his followers, and having his authority as a statesman disregarded, as well as for the marked neglect of him by the Ministry, in the sympathy and confidence of the distressed king, who was shocked beyond measure at the conduct of the House of Lords. When a reluctant consent was wrung from his Majesty to have the measure brought forward by the Cabinet, he felt, after all, that he was doing nothing very rash; he had the strongest assurance that the Bill would never pass the Lords. He told Lord Eldon that, after the Ministers had fatigued him by many hours' conversation on the painful subject, he simply said, "Go on." But he also produced copies of letters which he had written, in which he assented to their proceeding with the Bill, adding, certainly, very strong expressions of the pain and misery the consent cost him. In his perplexity he evidently wished to avail himself of Eldon's casuistry to get out of the difficulty by retracting; but the latter was constrained to tell him "it was impossible to maintain that his assent had not been expressed, or to cure the evils which were consequential."

ONE:[422]Sir Arthur was anxious to engage and defeat Victor before he was joined by the forces of Joseph from Madrid, and of Sebastiani from La Mancha. He therefore dispatched Sir Robert Wilson, at the head of a considerable body of Spanish and Portuguese troops, on the way towards Madrid; and Sir Robert executed this duty with so much promptitude and address that he threw himself into the rear of Victor at Escalona, only eight leagues from the capital. On the 22nd of July the united armies of Britain and Portugal attacked Victor's outposts at Talavera, and drove them in. The stupid old Cuesta was nowhere to be seen; and the next day, the 23rd, when the British were again in position, ready to attack the French, the day was lost, because Cuesta said he would not fight on a Sunday. This tried Sir Arthur's patience past endurance, for every moment was precious, and he wrote on the occasion"I find General Cuesta more and more impracticable every day. It is impossible to do business with him, and very uncertain that any operation will succeed in which he has any concern. He has quarrelled with some of his principal officers, and I understand they are all dissatisfied with him." The opportunity of beating Victor was thus lost. At midnight he quitted Talavera, and retreated to Santa Olalla, and thence towards Torrijos, to form a junction with Sebastiani. The next morning Wellesley took possession of Talavera, but he could not pursue the enemy, for he says, "he found it impossible to procure a single mule or a cart in Spain." Neither could he procure food for his army. He says his troops had actually been two days in want of provisions, though Cuesta's camp abounded with them. He declared that, under such treatment by those that he had come to save, he would return to Portugal before his army was ruined. On this, Cuesta became as wildly and madly active as he had been before stubbornly passive. He dashed forward after Victor alone, never stopping till he ran against the rear of the[576] united army of Victor and Sebastiani, at Torrijos. Wellesley was quite sure what the result would be, and in a few days Cuesta came flying back with a confused mass of men, bullocks, flocks of sheep, baggage waggons, and artillery, beaten and pursued by the enemy.

TWO:Exasperated at the failure of this measure, a furious mob broke into the Irish House of Commons on the 15th of April, but they were soon quelled, and two of the ringleaders seized. The magistrates of Dublin were censured for observing the gathering of the mob and taking no measures to prevent its outbreak. The printer and supposed publisher of the Volunteers' Journal were called before the House and reprimanded, and a Bill was brought in and passed, to render publishers more amenable to the law. The spirit of violence still raged through the country. Tumultuous associations were formed under the name of Aggregate Bodies.

TWO:In the preamble to the new Bill the object of that extended Bill was candidly avowed, namely, that when "a restless and popish faction are designing and endeavouring to renew the rebellion in this kingdom and an invasion from abroad, it might be destructive to the peace and security of the Government." The Septennial Bill was, in fact, intended as a purely temporary measure, and, though originated by party spirit, it was really of great advantage in days when every general election meant a fresh exercise of the influence of the Crown and the Lords.

ONE:The feeling of humanity that gained ground among the masses powerfully affected the middle classes. The consequence was that the state of public feeling produced by the practical inculcation of Christianity and the diffusion of knowledge compelled our legislature to change its system, despite the obstinate resistance of Lords Eldon and Ellenborough, hardened by a long official familiarity with the destructive operation of legal cruelty. How fearful the amount of that destruction was we may infer from the calculation of Mr. Redgrave, of the Home Office, who stated that had the offences tried in 1841 been tried under the laws of 1831, the eighty capital sentences would have been increased to 2,172. Mr. Redgrave gave the following succinct history of the mitigation of the criminal code during the reigns of George IV. and William IV., in a series of enactments which were extorted from a reluctant Legislature by society, humanised through the education of the masses:In 1826, 1827, and 1828 Sir Robert Peel carried several very important Bills for the consolidation and amendment of the criminal laws, but these Bills did not abolish capital punishments. That statesman, indeed, made it a matter of boast that he did not constitute any new capital felonies, and pointed out an instance in which he had abated the capital punishment by increasing from 40s. to 5, the sum of which the theft in a dwelling-house constituted a capital offence, and by widening the technical description of a dwelling. In 1830 Sir Robert Peel brought in his Forgery Bill, and petitions were poured into the House from all quarters against the re-enactment of the severe penalties for this offence. Sir James Mackintosh again took up the subject, and moved that the capital punishment be struck out from the Bill. He was unsuccessful; but in the last stage of the measure Mr. Spring-Rice was enabled to defeat the Ministry by a majority of 151 to 138, and to remove the sentence of death from the Bill. It was, however, restored by the Lords, and the Bill, as altered, was suffered to pass the House of Commons at the end of the Session. In 1832 two most important Bills for abolishing capital punishments were passed. Mr. Ewart, assisted by the Government, was able to carry a Bill abolishing the punishment of death in cases of horse, sheep, and cattle stealing, and larceny in a dwelling-house. He was opposed by Sir Robert Peel, and an amendment was made in the Lords, subjecting these offences to the fixed penalty of transportation for life. At the same time, Ministers brought in a Bill for abolishing capital punishment in cases of forgery. The Bill was introduced into the Commons by the Attorney-General, and into the House of Lords by the Lord Chancellor. It passed into law, but an amendment was made in the House of Lords, under protest of the Lord Chancellor, exempting the forgery of wills and powers of attorney to transfer stock, which offences were left capital. In 1833 Mr. Leonard carried his Bill for abolishing capital punishment for housebreaking, executions for which offence were continued down to 1830. In 1834 Mr. Ewart carried a Bill for abolishing capital punishment for returning from transportation, and in the following year for sacrilege and letter-stealing. This was the state of the criminal law when Lord John Russell brought in Bills for its mitigation, founded on the report of a committee which Government had appointed. The little progress which Sir S. Romilly and Sir J. Mackintosh had made in opposition to the Governments of their day will be seen by the foregoing sketch, as well as the extensive and salutary changes which followed. Lord John Russell's Bills effected an extensive abolition of the sentence of death, and a mitigation of the secondary punishments. He was enabled to abolish capital punishments in all cases but murder and attempts to murder where dangerous bodily injuries were effected; burglary and robbery when attended with violence or wounds; arson of dwelling-houses where life was endangered; and six other offences of[427] very rare occurrence. The number of capital convictions in 1829 was 1,385; and in 1834, three years after the extensive abolition of capital punishments, the number was reduced to 480.

ONE:On the 18th of February, however, Fox moved a string of resolutions condemnatory of war with France. They declared that that country was only doing what every country had a right to doreorganise its internal Constitution; that, as we had allowed Russia, Prussia, and Austria to dismember Poland, we had no right to check the aggressions of France on these countries; as we had remained quiescent in the one case, we were bound to do so in the other, and not to make ourselves confederates of the invasion of Poland; and his final resolution went to entreat his Majesty not to enter into any engagements with other Powers which should prevent us from making a separate peace with France. Burke did not lose the opportunity of rebuking Fox for his long advocacy of the Empress Catherine, whose unprincipled share in the partition of Poland he was now compelled to reprobate. The resolutions of Fox were negatived by two hundred and seventy votes against forty-four. Not daunted by this overwhelming majority, Fox again, on the 21st of February, brought forward his resolution in another form, declaring that there were no sufficient causes for war. The motion was negatived without a division.Scotland, before the Reform Bill, was ruled by an oligarchy. The population was two millions and a half, the constituency was only 2,500. The power was to be taken from this small junto, and extended to the great middle class of that intelligent and loyal people. In Ireland, a host of rotten boroughs, some without any constituency at all, was to be swept away. The general result would be an increase for the United Kingdom of half a million electors, making the whole number enjoying the franchise 900,000. Of these 50,000 would be found in the new towns, created into Parliamentary boroughs in England, 110,000 additional electors in boroughs already returning members. For instance, London would have[331] 95,000; the English counties, 100,000; Scotland, 60,000; Ireland, 40,000. The House would consist in all of 596 members, being a reduction of sixty-two on the existing number of 658. The number of seats abolished was 168, which reduced the House to 490. Five additional members were given to Scotland, three to Ireland, one to Wales, eight to London, thirty-four to large English towns, and fifty-five to English counties.



FORE:While the landed interest were thus showing their determination to maintain, at all hazards, the laws for preventing the importation of foreign corn, a spirit of opposition had been growing up in the large manufacturing towns of Lancashire and Yorkshire, which, though only partially shared in by the working classes, was already significant of the approaching downfall of the system of monopoly. The first use made by Manchester of its constitution as a political borough by the Reform Act was to send to Parliament Mr. Poulett Thomson and Mr. Mark Philips, two members long conspicuous in the House for the zeal and ability with which they supported the principles of Free Trade. The Manchester newspapers generally advocated the same views; and Manchester became regarded as the centre of the Anti-Corn Law agitation. No organised movement, however, had yet been attempted. A series of good harvests from 1832 to 1835 rendered it extremely difficult to arouse public attention to the injustice which the bread law invariably inflicted in less favourable circumstances. Nevertheless, the effort was made. In January, 1834, a meeting of merchants and manufacturers was held in the Manchester Exchange Committee-room, to consider how the cause of Corn Law Repeal was to be forwarded, at which some powerful speeches were delivered by the members for the borough and other speakers of influence. A committee was appointed, which timidly endeavoured to avoid the appearance of a political agitation and finally ended by doing nothing. But soon the desultory opposition to the bread tax of the Manchester Chamber of Commercea body which had only presented one petition on the subject in seven yearswas no longer sufficient to represent the feeling of that great centre of industry. Seven men united themselves in the month of October, 1838, to advocate the freedom of trade. The names of those seven members are now scarcely remembered out of Manchester, with the exception of Mr. Archibald Prentice, the historian of the League, whose newspaper, the Manchester Times, had fought with considerable talent, and with inexhaustible energy on the side of all the great reforms of this important period in our history. In that newspaper for the 13th of October a list of the Provisional Committee of a new Anti-Corn Law Association was for the first time published. It comprised thirty-seven names, chiefly of Manchester manufacturers, and ended with the modest[482] note that "Subscriptions, 5s. each, would be received by the members of that committee." Such was the simple origin of that vast movement which, a few years later, compelled the very chiefs of the landowners' party in Parliament to become the instruments for carrying out measures more sweeping than even the most ardent Free Traders had regarded as possible. But men of influence were beginning to join the movement. The list of the Provisional Committee contained at least one name which afterwards became famousthat of Mr. John Bright. Three of them became members of Parliament at a later date, and another, Mr. George Wilson, was afterwards known as the permanent chairman of the League.At an early hour a crowd was assembled at the queen's residence in South Audley Street. Lady Anne Hamilton, "faithful found among the faithless, faithful only she," arrived a few minutes before five o'clock. Soon afterwards the gate was thrown open, and a shout was raised, "The queen! the queen!" She appeared in her state coach, drawn by six bays, attended by Lady Hood and Lady Anne Hamilton, Lord Hood following in his own carriage. Having arrived at Dean's Yard Gate, it was found that the entrance for persons of rank was Poet's Corner; thither the coachman went, but there he found there was no thoroughfare. After several stoppages she was conducted to the Poet's Corner, and arriving at the place where the tickets were received, Lord Hood demanded admission for the queen. The doorkeeper said that his instructions were to admit no person without a peer's ticket. Lord Hood asked, "Did you ever hear of a queen being asked for a ticket before? This is your queen. I present to you your queen. Do you refuse her admission?" She also said that she was his queen, and desired permission to pass. The doorkeeper answered that his orders were peremptory. Lord Hood then tendered one ticket which he had, and asked the queen whether she would enter alone. After a short consultation she declined, and it was resolved that, having been refused admission to the cathedral church of Westminster, she should return to her carriage. As she quitted the spot, some persons in the doorway laughed derisively, and were rebuked by Lord Hood for their unmannerly and unmanly conduct.

FORE:[414]The people might have dragged on a considerable time still in their misery; but the Government was in its death-throes for want of revenue, and Louis XVI., who ascended the throne in 1774, had but little political sagacity. The administration groaned beneath a mountain of debts; the mass of the people were exhausted in their resources; trade was ruined by these causes; and the nobility and clergy clung convulsively to their prescriptive exemptions from taxation. Long before the American war the State was in reality bankrupt. The Prime Minister of Louis XVI., the Count de Maurepas, was never of a genius to extricate the nation from such enormous difficulties; but now he was upwards of eighty years[357] of age; and, besides that, steeped in aristocratic prejudices. Still, he had the sense to catch at the wise propositions of Turgot, who was made Comptroller-General, and had he been permitted to have his way, might have effected much. Turgot insisted that there must be a rigid and inflexible economy introduced into all departments of the State, in order gradually to discharge the debts. The excellent Malesherbes being also appointed Minister of Justice, these two able and good men recommended a series of reforms which must have struck the old and incorrigible courtiers and nobility with consternation. They prevailed in having the Parliament restored, and they recommended that the king should himself initiate the business of reform, thus preventing it from falling into less scrupulous hands, and so attaching the body of the people to him by the most encouraging expectations. Turgot presented his calculations and his enlightened economic plans, and Malesherbes drew up his two memoirs "On the Calamities of France, and the Means of Repairing them;" but they had not a monarch with the mind and the nerve to carry out the only reforms which could save the monarchy. Turgot, who was of the modern school of philosophy himself, and well knew the heads of the school, recommended that they should be employed by Government. Had this been done, the voices that were raised so fatally against the king and Crown might have been raised for them, and the grand catastrophe averted. But Louis could not be brought to listen to any measures so politic; indeed, he was listening, instead, to the cries of fierce indignation which the privileged classes were raising against all reform. Turgot succeeded in abolishing the corves, the interior custom-houses between one province and another, and some other abuses, but there the great plan was stopped. Both Louis and his Minister, Maurepas, shrank from the wrath of the noblesse and the clergy, and desisted from all further reform.

FORE:The British Government had done all in its power, except annuling the Orders in Council, to produce a better tone of feeling in America. It put up with many insults and violations of neutrality. It sent Mr. Foster as envoy to the United States to endeavour to adjust all differences; but in vain. This continued so till 1812, when, on the 20th of May, Mr. Russell, the American charg-d'affaires, presented Lord Castlereagh with a copy of an instrument by which France had, on the 28th of April, abrogated its Berlin and Milan Decrees so far as they related to American vessels. To show an equal liberality, Great Britain, on the 23rd of June, revoked its Orders in Council so far as concerned America, on condition that the United States also revoked its non-Intercourse Act. But this had no effect on the Government of America, which had already concluded a secret treaty with France, and was making every preparation for the invasion of our Canadian colonies. The Americans had the most profound idea of the stability of Buonaparte, and could not conceive that the expedition that he was now preparing against Russia would prove his overthrow. But they expected that Buonaparte would crush Russia altogether, and would rule unopposed over Europe; that the Government of Great Britain was bankrupt, and that they might assail her with impunity. Accordingly, all activity was used in getting ready all kinds of ships to send out as privateers, calculating on a plentiful spoil of British traders in the waters along the American coast and amongst the West Indian Isles, before they could be put upon their guard. At the same time, on the 14th of April they laid an embargo on all American vessels, so as to keep them at home; and on the 18th of June the President announced to Congress that the United States and Great Britain were in an actual state of war. There was a studied ambiguity in this declaration; it did not candidly take the initiative, and assert that the United States declared war against Great Britain, but said that the two countries were, somehow or other, already in a state of war. Rt. Hon. Sir H. Langrishe, 15,000 for his patronage of Knocktopher, and a commissionership of revenue.

ONE:Whilst these affairs had been taking place in England, the Emperor had been finding himself less and less able to contend against France and Spain. He had in vain exerted himself to engage the Dutch and English in his quarrel. He called upon them as bound by the faith of treaties; he represented the balance of power for which both Holland and England had made such sacrifices, as more in danger than ever; but none of these pleas moving Walpole or the Dutch, he threatened to withdraw his troops from the Netherlands, and make over that country to France. The threat of the Emperor did not move Walpole; he knew too well that it was but a threat. The Emperor, therefore, was now compelled to come to terms. A treaty was to be entered into under the mediation of the maritime Powers. As Fleury and Walpole, too, were bent on peace, they submitted to all the delays and punctilios of the diplomatists, and finally were rewarded by a peace being concluded between the different parties on these terms:Don Carlos was to retain Naples and Sicily, but he was to resign the possession of Parma and the reversion of Tuscany; of the claimants to the Polish Crown, Augustus was to remain King of Poland, and Stanislaus was to receive, as an equivalent, the Duchy of Lorraine, which, after his decease, was to devolve to the Crown of France. This was an aim which France had had in view for ages, but which neither the genius of Richelieu nor of Mazarin could[66] accomplish. It was rendered comparatively easy now, as the young Duke of Lorraine was about to marry the Empress's only child, the Princess Maria Theresa, and thus to succeed through her to the Empire. Yet the Duke ceded his patrimonial territory with extreme regret, and not till he had received in return the Grand Duchy of Tuscany and a pension from France. The regnant Grand Duke of Tuscany, the last of the Medicis, was on the verge of death, and his decease took place in less than two years, when the Duke of Lorraine was put in possession. France and Sardinia gave their guarantee to the Pragmatic Sanction, and Sardinia obtained, in consequence, Novara, Tortona, and some adjoining districts. England appears to have looked on with strange apathy at this aggrandisement of France by the acquisition of Lorraine, but it was impossible to prevent it, except by a great war, and Walpole was not disposed for even a little one. This treaty is known as the Definitive Peace of Vienna (Nov. 8, 1738).

TWO:This was immediately made evident. The treaty was concluded on the 4th of April, 1769, and the first news was that Hyder had quarrelled with the Mahrattas, and called on the Presidency of Madras to furnish the stipulated aid. But the Presidency replied that he had himself sought this war, and therefore it was not a defensive but an offensive war. The Peishwa of the Mahrattas invaded Mysore, and drove Hyder to the very walls of Seringapatam, dreadfully laying waste his territory. Hyder then sent piteous appeals to his allies, the British, offering large sums of money; but they still remained deaf. At another time, they were solicited by the Mahratta chief to make an alliance with him, but they determined to remain neutral, and left Hyder and the Peishwa to fight out their quarrels. In 1771 the Mahrattas invaded the Carnatic, but were soon driven out; and in 1772 the Mahrattas and Hyder made peace through the mediation of the Nabob of the Carnatic, or of Arcot, as he was more frequently called. Hyder had lost a considerable portion of Mysore, and besides had to pay fifteen lacs of rupees, with the promise of fifteen more. The refusal of the English to assist him did not fail to render him more deeply hostile than ever to them.The other side of the city was only defended by the Seine, but the Allies, who had first to cross that river, feared that Buonaparte might come up and attack their rear while they were doing so. They determined, therefore, to attack the line of fortifications. The most lying proclamations were issued by the ex-King Joseph to assure the inhabitants that the bodies of the enemy who came in view were only stragglers who had managed to get past the army of the Emperor, who was dispersing the Allies most triumphantly. The forces in Pariseight thousand troops of the line and thirty thousand of the National Guardwere reviewed in front of the Tuileries on a Sunday, to impress the people with a sense of security; but on the morning of the 29th the Empress and her child quitted the palace, attended by a regiment of seven hundred men, and fled to Blois, carrying with her the crown jewels and much public treasure, and followed by nearly all the members of Government. The populationunlike their fathers, who stopped Marie Antoinette in her attempt to escapesuffered this departure with murmurs, but without any attempt to prevent it. When she was gone they began heartily to curse Buonaparte for the trouble and disgrace he had brought upon them. That very morning Joseph issued a most flaming proclamation, assuring the Parisians that the Emperor was at hand[82], and would annihilate the last traces of the audacious enemy. But already the assault had commenced, and the next day, the 30th of March, it was general all along the line. The Parisians fought bravely, especially the boys from the Polytechnic schools; and as the Allies had to attack stone walls and batteries, their slaughter was great. Joseph rode along the line to encourage them in this useless, because utterly hopeless, waste of life. The Allied monarchs had, before commencing the assault, issued a proclamation, promising that all life and property should be strictly protected if the city quietly opened its gates; and, in the midst of the storming, they sent in again, by a French prisoner, the same offer, adding that, should the city be carried by assault, no power on earth could prevent it from being sacked by the enraged soldiers, and probably destroyed. Yet Joseph did not give the order for capitulation till the whole line was in the hands of the Allies, except Montmartre. The Cossacks were already in the Faubourg St. Antoine, and bombs flying into the Chausse d'Antin. Then King Joseph, whose lying proclamation was still selling on the boulevards at a sou each, ordered Marmont to capitulate; and though he had vowed in his proclamation to stand by the Parisians to the last gasp, he then fled after the Empress to Blois. In this defence four thousand French were killed and wounded, and double that number of the Allies, as they had to face the towers and batteries crowded with soldiers and to fight their way up hill.

Of these Sir Murray Maxwell was a Tory, and received severe treatment. Major Cartwright and Hunt obtained very little support, and soon withdrew from the contest. The members returned were Romilly and Burdett, a Whig and a Radical. For London were returned four new members, all Whigs, Wood, Wilson, Waithman, and Thorpe. Brougham patriotically stood for Westmoreland, to break, if possible, the influence of the Lowther family; but he was compelled to retire on the fourth day, and two of the Lowther family were returned. A hundred and ninety new members were returned, and the Opposition gained considerably by the election. An acute observer, well accustomed to party battles, remarked that Government did not appear much beloved, and that they had almost spent all their war popularity; and they were not destined to recover it in the coming year.SURRENDER OF THE PEISHWA. THREE:The queen closed the session on the 9th of July, assuring the Parliament that her chief concern was for the preservation of our holy religion and the liberty of the subjectthis liberty having been most grievously invaded by her through the Schism Bill. But the dissolution of her Ministry was also fast approaching. The hostility of Oxford and Bolingbroke was becoming intolerable, and paralysed all the proceedings of Government. As for Oxford, he felt himself going, and had not the boldness and[20] resolution to do what would ruin his rival. He coquetted with the WhigsCowper, Halifax, and others; he wrote to Marlborough, and did all but throw himself into the arms of the Opposition. Had he had the spirit to do that he might have been saved; but it was not in his nature. He might then have uncovered to the day the whole monstrous treason of Bolingbroke; but he had himself so far and so often, though never heartily or boldly, tampered with treason, that he dreaded Bolingbroke's retaliation. Bothmar, the Hanoverian envoy, saw clearly that Oxford was lost. He wrote home that there were numbers who would have assisted him to bring down his rival, but that he could not be assisted, because, according to the English maxim, he did not choose to assist himself. Swift endeavoured, but in vain, to reconcile his two jarring friends; and Oxford finally utterly lost himself by offending the great favourite, Lady Masham. He had been imprudent enough to oppose her wishes, and refuse her some matter of interest. He now was treated by her with such marked indignity, that Dr. Arbuthnot declared that he would no more have suffered what he had done than he would have sold himself to the galleys. Still, with his singular insensibility to insult, he used to dine at the same table with her frequently, and also in company with Bolingbroke, too.

FORE:"I have for several years endeavoured to obtain a compromise on this subject. The result of resistance to qualified concession must be the same in the present instance as in those I have mentioned. It is no longer worth while to contend for a fixed duty. In 1841 the Free Trade party would have agreed to a duty of 8s. a quarter on wheat, and after a lapse of years this duty might have been further reduced, and ultimately abolished. But the imposition of any duty, at present, without a provision for its extinction within a short period, would but prolong a contest already sufficiently fruitful of animosity and discontent. The struggle to make bread scarce and dear, when it is clear that part, at least, of the additional price goes to increase rent, is a struggle deeply injurious to an aristocracy which (this quarrel once removed) is strong in property, strong in the construction of our Legislature, strong in opinion, strong in ancient associations and the memory of immortal services."
Lord Wellington, notwithstanding that the destruction of these armies, on which the defence of Andalusia and the provinces of the south depended, completely proved the justice of his statements to the Junta, was deeply chagrined by the circumstance. "I lament," he said, in his despatches, "that a cause which promised so well a few weeks ago, should have been so completely lost by the ignorance, presumption, and mismanagement of those to whose direction it was entrusted. I declare that, if they had preserved their two armies, or even one of them, the cause was safe. The French could have sent no reinforcements which could have been of any use; time would have been gained; the state of affairs would have daily improved; all the chances were in our favour; and, in the first moment of weakness, occasioned by any diversion on the Continent, or by the growing discontent of the French themselves with the war, the French armies must have been driven out of Spain." Lord Wellington's position was, by the destruction of these armies, left totally open, and he had for some time resolved to retire wholly into Portugal, and had been planning that system of defence which afterwards proved so astonishing to the French. Though he was left with about twenty thousand men to maintain himself against the whole French host in Spain, he never for a moment contemplated quitting the Peninsula, nor despaired of the final result. The experienced eye of Lord Wellington, after the battle of Vimiera, had, at a glance, seen the admirable capability of the mountain ranges of Torres Vedras for the construction of impregnable lines of defence for Lisbon. So far from holding any notion of being driven to his ships, like Sir John Moore, he was satisfied that, by fortifying the defiles through these hills, and keeping our ships on the Tagus and on the coast, he could defy all the armies of France. He proceeded now to Lisbon, where he arrived on the 10th of October, reconnoitred the hills, and, having done so, left with Colonel Fletcher, of the Engineers, a clearly written statement of all that he desired to be done, so as to make the double line of defences complete: to erect batteries on each side of the defiles through which the necessary roads ran, to erect breastworks and entrenchments where required, and to break down the bridges in front of them. He ascertained the precise time it would require to accomplish all this, and, ordering all to be carried on with the utmost quickness, he returned to Badajos, and next proceeded to Seville, to join his brother in urging on the Spanish Government the necessary measures for the defence of the country. After visiting Cadiz[580] with his brother, he returned to his headquarters, where he had scarcely arrived on the 17th of November, when he received the news of the total overthrow of the Spaniards at Oca?a. He then made a deliberate and orderly retreat from Spain, crossing the Tagus at Abrantes, where he left General Hill with his division, supported by General Fane's brigade of heavy horse, and marched to Almeida, and quartered his army there in a more healthy situation. His troops were now also well supplied with provisions. During the long interval of reposethat is, till the following MayWellington actively employed himself in putting life and order into the commissariat, baggage, and conveyance departments; and General Beresford, to whom the important function of disciplining the Portuguese troops was assigned, laboured in that with such effect, that he produced at the next campaign troops which, led by British officers, and mixed with British regiments, fought admirably. The Portuguese were wise enough to allow the British commander full control, and by this means they avoided those defeats and calamities which fell long and heavily on the Spaniards.During his absence from the extreme south, General Graham, with about four thousand British and Portuguese, had quitted Cadiz by sea, and proceeded to Alge?iras, where he landed, intending to take Victor, who was blockading Cadiz, in the rear. His artillery, meanwhile, was landed at Tarifa; and on marching thither by land, over dreadful mountain roads, he was joined, on the 27th of February, by the Spanish General Lape?a, with seven thousand men. Graham consented to the Spaniard taking the chief commandan ominous concession; and the united forcesoon after joined by a fresh body of about one thousand men, making the whole force about twelve thousandthen marched forward towards Medina Sidonia, through the most execrable roads. Victor was fully informed of the movements of this army, and advanced to support General Cassagne, who held Medina Sidonia. No sooner did he quit his lines before Cadiz than the Spanish General De Zogas crossed from the Isle de Leon, and menaced the left of the French army. On this Victor halted at Chiclana, and ordered Cassagne to join him there. He expected nothing less than that Lape?a would manage to join De Zogas, and that fresh forces, marching out of Cadiz and the Isle of Leon, would co-operate with them, and compel him to raise the siege altogether. But nothing so vigorous was to be expected from a Spanish general. Lape?a was so slow and cautious in his movements that[15] Graham could not get him to make any determined advance; and on arriving at the heights of Barrosa, which a Spanish force had been sent forward to occupy, this body of men had quitted their post, and Victor was in possession of these important positions, which completely stopped the way to Cadiz and at the same time rendered retreat almost equally impossible. Lape?a was skirmishing, at about three miles' distance, with an inconsiderable force, and the cavalry was also occupied in another direction. Seeing, therefore, no prospect of receiving aid from the Spaniards, General Graham determined to attack Marshal Victor, and drive him from the heights, though the latter's force was twice as strong as the former's. This Graham did after a most desperate struggle. Had Lape?a shown any vigour or activity, Victor's retreating army might have been prevented from regaining its old lines; but it was in vain that Graham urged him to the pursuit. Lord Wellington eulogised the brilliant action of the heights of Barrosa, in a letter to Graham, in the warmest terms, declaring that, had the Spanish general done his duty, there would have been an end of the blockade of Cadiz. As it was, Victor returned to his lines and steadily resumed the siege. In the meantime, Admiral Keats, with a body of British sailors and marines, had attacked and destroyed all the French batteries and redoubts on the bay of Cadiz, except that of Catina, which was too strong for his few hundred men to take.Warren Hastings had saved Madras and the Carnatic, but only at the cost of extortion. To obtain the necessary money, he began a system of robbery and coercion on the different princes of Bengal and Oude. The first experiment was made on Cheyte Sing, the Rajah of Benares, who had been allowed to remain as a tributary prince when that province was made over to the British by the Nabob of Oude. The tribute had been paid with a regularity unexampled in the history of India; but when the war broke out with France, Hastings suddenly demanded an extraordinary addition of fifty thousand pounds a year, and as it was not immediately paid, the Rajah was heavily fined into the bargain. This was rendered still more stringent in 1780, when the difficulties in Madras began. Cheyte Sing sent a confidential agent to Calcutta, to assure Hastings that it was not in his power to pay so heavy a sum, and he sent him two lacs of rupees (twenty thousand pounds), as a private present to conciliate him. Hastings accepted the money, but no doubt feeling the absolute need of large sums for the public purse, he, after awhile, paid this into the treasury, and then said to Cheyte Sing that he must pay the contribution all the same. He compelled the Rajah to pay the annual sum of fifty thousand pounds, and ten thousand pounds more as a fine, and then demanded two thousand cavalry. After some bargaining and protesting, Cheyte Sing sent five hundred horsemen and five hundred foot. Hastings made no acknowledgment of these, but began to muster troops, threatening to take vengeance on the Rajah. In terror, Cheyte Sing then sent, in one round sum, twenty lacs of rupees (two hundred thousand pounds) for the service of the State; but the only answer he obtained for the munificent offering was, that he must send thirty lacs more, that is, altogether, half a million."Child, is thy father dead?"Gates replied that he was well aware that General Burgoyne's army was reduced to the last extremity; that it had lost the greater part of its men by repeated defeats, sickness, etc., together with their artillery, horses, and ammunition; that their retreat was cut off, and, therefore, he could listen to nothing but an absolute surrender. Burgoyne said he would never admit that his retreat was cut off whilst he had arms in his hands; and Gates, who knew that Clinton was on his march, and might soon alter the whole face of things, was only too anxious to have Burgoyne's army out of the way. After some preliminaries, therefore, to save appearances, on the 16th it was agreed that the British should march out of their camp with all the honours of war; should deposit their cannon on the banks of the Hudson, and there pile their arms at the command of their own officers; that the troops, of whatever nation they might be composed, should retire in all security and honour to Boston, where they should be provided with all necessary comforts until they embarked for England, under condition of not serving against the United States again during that war; that the Canadians should be allowed to return in all honour to their own country; and that in no case should officers be separated from their own men. These were not such terms as are usually granted to conquered armies; and the reason was, that Clinton was every day drawing nearer. Scarcely were these terms agreed on, when this fact became known to Burgoyne. For a moment he hesitated whether he should sign the contract; but, on consultation with his officers, he felt himself bound in honour to ratify it, and accordingly, the next morning, the 17th of October, the deed was signed, and the troops, marching out, grounded their arms.
